Global Health Fund Found Plagued With Fraud

A $21.7 billion development fund backed by celebrities and hailed as an alternative to the bureaucracy of the United Nations sees as much as two-thirds of some grants eaten up by corruption, The Associated Press has learned.”

Much of the money is accounted for with forged documents or improper bookkeeping, indicating it was pocketed, investigators for the Global Fund to Fight AIDS, Tuberculosis and Malaria say. Donated prescription drugs wind up being sold on the black market.

The fund is pulling or suspending grants from nations where corruption is found, and demanding recipients return millions of dollars of misspent money.

And I’m sure the corrupt “recipients” will give every last penny back. The Mayor has no reason to doubt that people who steal money and drugs that were meant to help folks suffering from various diseases are at the very least, conscientious and honest global citizens.

“The messenger is being shot to some extent,” fund spokesman Jon Liden said. “We would contend that we do not have any corruption problems that are significantly different in scale or nature to any other international financing institution.”

Agreed. The corruption problems of the Global Health Fund are not significantly different than any of the other corrupt institutions raping Africa.

To date, the United States, the European Union and other major donors have pledged $21.7 billion to the fund, the dominant financier of efforts to fight the three diseases. The fund has been a darling of the power set that will hold the World Economic Forum in the Swiss mountain village of Davos this week.

It was on the sidelines of Davos that rock star Bono launched a new global brand, (Product) Red, which donates a large share of profits to the Global Fund. Other prominent backers include former U.N. secretary-general Kofi Annan, French first lady Carla Bruni-Sarkozy and Microsoft founder Bill Gates, whose Bill and Melinda Gates Foundation gives $150 million a year.

“This news is so unsettling that when I first heard about it, I nearly spilled my glass of Chateau Mouton Rothschild, Bono said.”

All that money being dropped in the African pit and not one elite ever questioned where that money was being spent. Bill Gates donates $150 million a year to this cause, and in the 9 years it has been up and running he’s never asked if there’s ever been an audit on this group?


The Global Fund was set up as a response to complaints about the cumbersome U.N. bureaucracy, and is strictly a financing mechanism to get money quickly to health programs.

So instead of sending the money to the corrupt UN officials who in turn send the remainder to corrupt NGO’s who in turn send the last few dollars to corrupt African officials, the Global health fund has cut out the middle-man (the UN), and now sends the bulk of their money directly to the corrupt NGO’s and corrupt African government officials. So, in essence, the corrupt NGO’s and corrupt African government officials now how lots more money to play with because it hasn’t been laundered through the corrupt UN.


“Without a spotlight, without investigations, and without some sort of accountability, it’s impossible to root out corruption,” he said. “But just simply withdrawing donations, I do believe, would condemn millions of people who are not involved in the corruption to terrible fates.”

In other words, even though there is zero oversight with our group, and even though the majority of your donations never make it to the intended recipients’, and even though we have squandered tens of billions of dollars; keep sending us your cash.

Okay, do you accept a third-party out-of-province cheque written on toilet paper?

There are two ways and two ways only to help those in Africa. First – Christian Children’s Fund. 80-85% of the money you donate goes directly to a child. The second way is to not donate. That’s the Mayor’s choice. Remember, poverty breeds poverty, and the three cents that make it M’Buki’s withered hands are not going to raise him out of poverty, it’s going to allow him to spawn more global welfare cases. Yes, I understand this isn’t the view of the martini crowd in Mitchieville, but it’s the truth from The Mayor’s lips to your ears.

Finally, you can be rest assured that the corruption we are told about is only a fraction of the corruption that’s going on with this fund’s money. Who knows how many innoculations for tuberculosis were really given out? Who knows what the hell was actually in the syringe?

“Are you sure dis shot will stop me from getting tuberculosis?”

“Ahhhh, yaaaaa, sure, T’Pininga click click click, it will stop the tuberculosis and make you invisible to lions”

“Oh thank you, white man, you have saved my village.”

“Whatever, T’Pininga click click click, now get me my glass of Chateau d’Yquem 1787.”

Kevin Carter – The True Story

This is one of the most recognizable photo’s ever taken – Kevin Carter’s famine picture.

Most of the accompanying text is correct, but The Mayor has noticed when this graphic circulates from time to time, text is added and subtracted. For instance, when I first saw this picture 15 or so years ago, the line, “journalists at the time were warned never to touch famine victims for fear of disease” wasn’t there – but now it is. Also, I saw this graphic last week and it had a quote from Carter’s diary which read, “Dear God – I will never waste my food no matter how bad it can taste, etc”. Well, that was never in Carter’s diary either.

And although Carter did commit suicide and was distraught over the death he witnessed in the Sudan, this was also in his actual suicide note, “I am depressed … without phone … money for rent … money for child support … money for debts … money!!! … I am haunted by the vivid memories of killings and corpses and anger and pain … of starving or wounded children, of trigger-happy madmen, often police, of killer executioners…”

According to Snopes, Carter struggled with “financial insecurity, drug problems, failed relationships…”

The Mayor isn’t trying to diminish Carter’s excellent work, but we need to put things into perspective: Carter was wracked with problems, there wasn’t any one incident that put him over the edge.

The Mayor also doesn’t think it wise to use this photo to fit an agenda. Changing the text, by either adding or subtracting is the same as out-and-out lying and doesn’t help. Let the photo stand on its own merits, it has far more impact that way.

Perhaps too late

The Somalis are no longer setting up camp in Canada. One of their humanitarian efforts was silently squished this weekend:

Canada will list al Shabaab — a Somali-based Islamist militant group which recently pledged allegiance to al-Qaida — as a “terrorist group” to prevent it from operating or seeking funds, the Canadian government said Sunday.

This is on the heels of the British government banning the group as well. The group has been disrupting UN aid in Somalia, and is effectively at war with the Somali government, having committed acts of suicide bombings in recent years. This is likely an import of some of their Middle Eastern cohorts, who have been increasing their presence on the continent. There are also indications of North American young men recruited into the fight, with a recruiting ring in Minnesota recently disrupted. (The al Shabaab group is linked in the story.) How shrewd are the al Shabaabs? They declared gold and silver fillings “un-Islamic” last summer in one Somali village and patrolled to grapple them from peoples’ mouths. Anyone glad that their “fundraising” efforts were curbed in Canada now?

Meanwhile, Nigerian politics rears its ugly head once again. An estimated 500 were killed in what is usually called “sectarian” violence, but what they really mean is religious war:

Witnesses said gangs armed with guns and machetes rampaged through three mostly Christian villages, firing shots to draw people from their homes and then running them down and killing them.

Yemi Kosoko, a reporter with the independent Nigerian news network Channels, told The Associated Press most of the bodies appeared to be women and children killed by blows from machetes.

The official count is in the dozens, but then the initial Haiti earthquake death tolls were also incredibly small as well.

The late 1960s sparked a radicalization of Islamism which spread to almost all parts of the world. (Imagine how many young black men see reverent pictures of Malcolm X in America, and which of either “black empowerment” or “Muslim domination” seem more realistic to them.) One of the results of this political and religious Frankenstein was the short-lived creation of the nation of Biafra, a Christian-dominated state that would have insulated from attacks of the Muslim north. After a protracted war over almost three years, Biafra was captured and one million Nigerians were dead.

Africa will eventually Muslim-dominated based on average population growth worldwide, with Muslims outpacing Christian-dominated countries by nearly 50%. They also have the appearance of strength, which causes people to convert at nearly twice the rate as to Christianity. But does the poverty factor into this more than Muslim domination?

Let’s look at the Human Development Index (HDI), the most reliable means we have of determining stability, economic development, and overall well-being of the population. Even the Muslim-dominated countries of the world such as Saudi Arabia and Algeria have high HDIs, but Muslim-dominated Niger has the worst recorded. (Somalia is recorded as “no data” much like everything else in their nation.) Sub-Saharan Africa is the only region in the world where HDI has stagnated since 1975.

This might also exacerbate the problem. The greatest area of conflicts in Africa are not where Muslim majorities exist, but where there is that transitory, near 50/50 mix of the two populations. There have also been extreme cases of HIV/AIDS in the southern Christian nations, where many of those countries did not have such a strong view of sexual matters, and as a result have elevated HIV rates. Botswana has nearly a third of all adults infected, South Africa nearly a quarter, and Zimbabwe nearly 15%. Compare that to Libya at 0.3%, Algeria at 0.1%, and Tunisisa at less than 0.1%. HIV will be a natural decimator of the population of these countries as it is.

Between the lifestyle choices that save lives, the military dominance, and the increased proselytizing, Africa will become almost entirely Muslim-dominated over the next century. If your idea of an Islamic nuisance is the little fundraisers held here now and then, it’s about to affect how Canadians live their lives much more in the distant future.
